UPRAVLJANJE NEPREMIČNIN V REGIJI JUGOVZHODNE EVROPE

Izvleček:

V prispevku so predstavljene usmeritve, ki jih v zadnje čase lahko opazimo na področju upravljanja nepremičnin v državah jugovzhodne Evrope. Večina teh držav je v obdobju tranzicije in torej tudi uveljavljanja reform na področju upravljanja nepremičnin. Slednjim v teh državah pripisujejo velik pomen, saj neposredno podpirajo gospodarski razvoj in tuja vlaganja. Večina državnih geodetskih uprav v regiji se je v preteklih letih preoblikovala v agencije za evidentiranje nepremičnin. Razvoj so začrtale na smernicah evropskih in mednarodnih strokovnih združenj. Po opravljeni pretvorbi podatkov iz analogne v digitalno obliko in dopolnitvi zemljiških katastrov v katastre nepremičnin ter vzpostavitvi GNSS-omrežij stalnih postaj se vse več geodetskih služb srečuje z izzivi vzpostavljanja nacionalnih infrastruktur za prostorske podatke in celovitih topografskih sistemov. V preteklih desetih letih je bil tako rekoč v vseh državah v regiji po dopolnitvi sistemske in materialne zakonodaje vzpostavljen tudi zasebni geodetski sektor. Marsikje
se še vedno izvajajo številni projekti na področju reforme sistemov evidentiranja nepremičnin, podprti z mednarodnimi finančnimi sredstvi. V sklepnem delu so predstavljene možnosti in priložnosti, ki jih tovrstno reformiranje geodetske dejavnosti v regiji prinaša za slovensko geodetsko službo in slovensko geodetsko dejavnost v celoti.

Abstract:

In this article, real estate management trends identified in countries of south-eastern Europe in recent years are presented. Many of those countries are still in transition and that means that they are still in the process of real estate management reform. Landmanagement reforms have high priority, because they have significant influence on
the formalization of land tenure, the development of land markets, and the resolution of land disputes, as well as establising conditions for security of foreign investment. In recent years, almost all countries in the region have reorganised state geodetic institutions into modern real estate registration agencies. They define their development in this area according to European and international recommendations made by expert associations. After the digitisation of data was completed, many countries established real-estate cadastres from land cadastres with different aproaches. A permanent network of GNSS stations was established almost in all countries in the region. At present, many of these organisations are facing the challenges of setting up a national spatial data infrastructure and comprehensive topographical systems. In the last ten years, the legal framework for real estate registration was renewed in all countries in region; the private sector in geodetic works was was established. Many land administration projects have been started in the region. In the conclusion, we also attempt to show some opportunities for Slovenian geodetic services in the region.
